Why does Arians does this?

First and Goal at the 10 and he has the O in a shot gun and empty backfield? Who are we fooling? If you decide to do this why not go empty back field & have the RB next to him for the potential delayed hand off.
Last weekend was the same against the BUNGALS once we get to the red zone... RUN the ball!
I'm lost for words as the Steelers have lost to football teams that we should be steam rolling. In conclusion - very frustrating to watch and it reminds me of a CFL game (all throwing).

Terrible Play calling inside the Red Zone,but ST are horrible and need to be fired.
